Funding interests include human services organizations and K-12 schools that are providing direct job training, STEM-related projects, technical training, or “soft skills” development needed to obtain and hold a job. AEOA administers a variety of loan and grant programs for homeowners to make basic improvements to the safety, livability, energy efficiency and accessibility of their home. Other major nonprofit partners providing home repair services across the region include the Community Action Agency of St. Louis County, The Housing Partnership , Rebuilding Together, Beyond Housing, and Mission St. Louis.
Because federal dollars are used to fund the program, eligibility is limited to low and moderate income households (less than 80% of Area Median Income). THP provides funds for quality, professional home repairs to low/moderate income homeowners who cannot afford necessary improvements needed to increase the health and safety of their home. Our goal is to help Lemay, Affton and Mehlville residents remain in their homes for as long as possible. Also known as the Section 504 Home Repair program, this provides loans to very-low-income homeowners to repair, improve or modernize their homes or grants to elderly very-low-income homeowners to remove health and safety hazards. The Charless Foundation is open to proposals for program, project or initiative funding or general operating support for organizations serving older adults. Program expansion proposals must address sustainability after this funding is completed.
4 Financing for Home Repair and Rehabilitation
Launched in 2015, the Rental Assistance Demonstration program allows public housing agencies to convert public housing to project-based Section 8 units. This allows the agency is finance repairs or physical improvements to the property using private financing or Low Income Housing Tax Credits. The Housing Authority of Saint Louis County has applied for the program but has not yet been approved, as of 2020.

The Foundation is not considering proposals for education-based programming, organizational capacity building or capital expenses for the organization (ex. purchase of vans) at this time. Capital expenses that allow older adults remain in their homes, such as home repairs, will be considered. We do not have standardized, aggregated reporting of the number of households that applied and were assisted with energy efficiency programs at the local level. It is not clear the number of households that received weatherization assistance and it appears no households received energy-related home repairs under this program. Allowable packaging fees to any public, tribe or private nonprofit organizations may be included in repair loans and grants.
St. Louis Guidelines and Processes
Our mission grew out of a commitment to a healthcare ministry in our community and is stewarded by volunteer leadership from both the Episcopal and Presbyterian faiths. Since 2014, Beyond Housing has invested more than $7 million in home repairs through a variety of grants. The new $3 million in Affordable Housing Program awards will substantially increase the scope of repair work in the 23 municipalities Beyond Housing serves. Black applicants were more than twice as likely to be denied a home improvement loan than white applicants in 2020. There were $219 million dollars in home improvement capital deployed in St. Louis City and County in 2020. The City’s Healthy Home Repair program has a waitlist of over 5 years with over 1,250 applicants. St. Louis County – Residential Loan Program
There are several home repair programs run by government and nonprofit partners in the St. Louis region, including those that are funded by Community Development Block Grants and other HUD programs. While the City was able to share some information regarding the Healthy Home Repair Program, it does not publicly report how funds are distributed geographically or the demographics of applicants and recipients. In order to be eligible for home repair assistance, there are some requirements and restrictions which will be explained during the intake process.

The St. Louis Community Foundation provides grants management and administrative support for private and family foundations.

The trustees seek to leverage the Foundation’s assets to strengthen Saint Louis non-profits working toward the Foundation’s goals. The Pettus Foundation typically funds direct services and small capital improvement. The Foundation does not fund advocacy, research programs, or systems-level initiatives. The Trustees require evidence of stable, effective governance, solid financials, and multiple funders for programs and projects the Foundation supports. For past Charless grantees, funding is available for up to three years, with eligibility for second- and third-year funding based on annual reporting. In order to be considered for a grant, we recommend that nonprofit organizations reach out to the St. Louis Community Foundation staff to learn more about each funder’s priorities.

The 504 Automated Worksheet is a tool designed to identify what type of assistance a homeowner may receive; however, is not a final eligibility determination. Revitalizes neighborhoods in partnership with the community by rehabilitating the houses of low-income homeowners, particularly the elderly and the disabled, so that they may continue to live independently in comfort and safety. The Community Development Administration promotes neighborhood growth and stabilization through community development and the production of new and rehabilitated housing, especially for low- and moderate-income people.
Beyond Housing has carefully vetted local contractors to ensure that homeowners are completely satisfied with the repair process and results. “It took us a while to get to the point where we have trustworthy contractors who have great customer service,” Zmudczynski said. Last year, 100% of the companies they contracted with were minority business enterprises, or MBEs. The first focus is livability and safety of the homes—things like replacing roofs, handling deferred maintenance, or repairing plumbing and HVAC systems. A secondary focus is on energy efficiency, which helps keep families in their homes by lowering their utility bills.

Home improvement loans were originated for applicants and properties that predominantly located in South and West Saint Louis County and pockets of South St. Louis City. The Natural Resources Block Grant is a state grant available to counties to help them implement programs designed to protect and improve water resources. Government financial aid in Missouri is distributed to various economic sectors, with the majority of the budget in business, education (pell & college grants), housing, veteran, and personal grants. Home refinancing can be a tool for some homeowners to make their monthly mortgage payments more affordable by taking advantage of lower interest rates or to convert from an adjustable-rate mortgage to a fixed-rate mortgage. It is a “cash-out” refinance if the homeowner uses their home equity to raise emergency or investment funds. In 2020, there were 53,379 refinancing loans with no cash out and 14,717 cash-out refinancing loans. The trustees particularly favor applications that demonstrate multiple funding partners and match or challenge grant opportunities.
The SLAAA Minor Home Repair and Chore Program includes both contracted and volunteer services. In December, the FHLB Des Moines approved all three applications from Beyond Housing as part of the 2020 round of its Affordable Housing Program. They were among 63 approved applications in the competitive program, for a total of $41,273,839.
Due to the number of nonprofit providers of home repair grants and services, it will take a coordinated effort to estimate how many home repair dollars are available overall in the region. In the County, the Home Improvement Program provides home repair advice and financial assistance to qualified homeowners. Some municipalities are no longer accepting applications due to the significant numbers of applicants on its waitlist. The County does not publicly report the number of applicants or recipients of home repair assistance. Low-income housing tax credit projects are structured with 15-year funding compliance periods, meaning new equity investment and an additional capital raise can happen after this time period.
